በኢትዮጵያ ለ9 ዓመታት ስራ ላይ የቆየውን የገቢ ግብር አዋጅ ለማሻሻል በቀረበው ረቂቅ አዋጅ፣ ከዲጂታል ይዘት ፈጠራ በሚገኝ ገቢ ላይ 15 በመቶ ግብር ለመጣል የሚያስችል ንዑስ አንቀጽ ተካቷል።

በታቀደው የአዋጅ ማሻሻያ ረቂቅ መሰረት፣ ከማህበራዊ ሚዲያ የሚገኝ ገቢ ለምሳሌ ፦
- ከዩቲዩብ፣
- ፌስቡክ፣
- ኢንስታግራም፣
- ቲክቶክና ሌሎችም መድረኮች
- በኢንተርኔት ከሚሰራጩ መረጃዎች
- በኢንተርኔት ከሚፈፀሙ ግብይቶች፣
- ከስፖንሰርሺፕ ከመሳሰሉት የዲጂታል ይዘት ፈጠራ የሚገኝ ገቢ ላይ ግብር እንደሚጣልባቸው በዝርዝር ያስቀምጣል።

በህዝብ ተወካዮች ምክር ቤት ዉይይት እየተደረገበት የሚገኘዉ ይህ ረቂቅ አዋጅ ፤ እነዚህ የኢኮኖሚ እንቅስቃሴዎች በመደበኛነት የሚከናወኑ ከሆነ፣ የሚገኘው ገቢ በንግድ ስራ ገቢ ስር የሚመደብ ሲሆን፣ የንግድ ስራ ገቢ ግብርም የሚከፈልበት መሆኑን ይገልጻል።

ሆኖም፣ በአዋጁ የተቀመጡትን መስፈርቶች የማያሟላ ከሆነ፣ ገቢው " ሌሎች ገቢዎች "  በሚለው ስር ተመድቦ ከጠቅላላ ገቢው ላይ 15% (አስራ አምስት በመቶ) ግብር እንዲከፈልበት ይደረጋል ይላል።

ከዚህ በተጨማሪም፣ ለዲጂታል ይዘት ፈጣሪዎች ክፍያ የሚያመቻቹ መድረኮች ለእያንዳንዱ የዲጂታል ይዘት ፈጣሪ የተከፈለውን ገንዘብ የሚያሳይ ሪፖርት ለታክስ ባለስልጣን የመላክ ግዴታ እንደሚኖርባቸው ያስቀምጣል።

ይህን ተከትሎም፣ የዲጂታል ይዘት ፈጣሪዎች የታክስ ከፋይ መለያ ቁጥር (TIN) የማውጣት ፣ ገቢያቸውን የማስታወቅ እና ሌሎች የታክስ ከፋይ ግዴታዎችን የመወጣት ሃላፊነት እንደሚጠበቅባቸው ያስገድዳል።
As part of the revision of Ethiopia’s Income Tax Proclamation, which has been in force for the past nine years, a new draft amendment includes a provision that allows for a 15% tax on income earned from digital content creation.

According to the draft amendment, income generated from platforms such as:

YouTube

Facebook

Instagram

TikTok

Other social media and online platforms

Internet-based transactions

Sponsorships and promotional deals
…will be subject to taxation.

The goal is to regulate digital economy activities and classify income from them either as business income, which falls under the regular tax framework, or—if it does not meet the criteria—as "other income", which would be taxed at a flat 15% rate.

💰 Platforms Must Report Creators’ Earnings
In addition to taxing the creators themselves, platforms that pay digital creators will be required to report income paid to each Ethiopian content creator to the tax authority.

🧾 What This Means for Content Creators
Content creators in Ethiopia will now be required to:

Obtain a Tax Identification Number (TIN)

Declare their income

Comply with other tax obligations as set by the Ethiopian Revenue and Customs Authority (ERCA)

This move aims to formalize and tax the fast-growing digital economy sector in the country.
